VW Extended Factory Warranty - why so difficult to buy?

I'm still in the tortuous process of trying to buy the 2 year extension to the standard warranty (the 'Factory Extended Warranty'). Phone VW main dealers - we don't sell these, we can only sell the 1 year warranties, you'll have to speak with VWFS. Phoned VWFS - we don't do it, only the 1 year warranty, you'll have to speak with the main dealer. Found out the main dealer who supplied my van to the convertors and after a bit of to-ing and fro-ing, yes we can do that we just need to get the sales team to raise an invoice. One month further on and reminder e-mails - still nothing. Presumably dealers get a commission on these warranty sales so why do they make it so difficult to buy?? Is it me? Anyone got any tips? The clock is ticking and I've got about 27 days before the limit to purchase. Had exactly the same issue with my VW T6.
